All facility users must follow the appropriate approval path before using a core facility. All users must complete all required pre-requisite training to gain access to the Millennium Science Complex and labs within or any satellite locations
STEP 1: Contact the Core Facility
A technical expert will contact you to determine if your needs can be met by the facility, and if you should become a trained operator or request remote services. The discussion will also determine which technique(s) or series of techniques should be utilized.

STEP 2: Core Facility Usage Tracking
Your accrued charges will be managed by the Laboratory Equipment Operations system (LEO), which is a web-based software tool for reserving, tracking, and billing facilities usage.
LEO Registration
- Go to leocores.psu.edu, click on the PSU Microsoft Login button, and follow the sign in process. This will create your LEO User Profile.
- Click on the "LEO Registration" to be directed to the LEO Registration site.
- Complete the brief LEO Registration form to request billing account approval; click the Submit button.
You will need to enter the following information which can be obtained from your faculty advisor/supervisor:- your access ID (example: abc123)
- the cost collector number to be charged
- your faculty advisor or supervisor's access ID
- the billing contact access ID (this is an admin or finance person who should receive copies of the invoice)
- optionally, IF the cost collector is an ARL fabrication cost collector, a general ledger code must be provided.
Established LEO users (those who already have a User Profile in LEO) can continue to access LEO Registration anytime to request new/additional billing accounts.
Users who will only be requesting remote services can stop here.

Step 3: Complete Safety Training
Federal Law (OSHA) prohibits individuals working in labs without proper Safety Training. Safety training must be completed to gain access to the Millennium Science Complex and any lab within.
- Go to Penn State’s Environmental Health and Safety website.
- Scroll down to the LABORATORY AND RESEARCH SAFETY section and choose “Initial Laboratory and Research Safety Training - University Park.”
- Two blue boxes will show up – click “LRN Online Course.” (If you have not already completed 2-factor authentication into the Penn State security system, you will be required to at this point.)
- Click "Open Curriculum."
- Complete the modules and take the tests.
Step 4: Complete Any Additional EHS Training as Needed
Your technical point of contact will tell you what is required.
Step 5: Complete core specific training requirements (your technical point of contact will tell you what is required)
Nanofab: Users of the Nanofab can visit the Nanofab Knowledgebase where they can access training videos, schedule trainings, view manuals, baseline recipes, Safety Data Sheets (SDS) and other useful information.
Nanofab Knowledgebase (Requires PSU login)
MCL: Users of MCL can discuss the need for training with their technical point of contact. New training requests can be submitted via the MCL Intake Form.
Step 6: Request Access to the Millennium Science Complex (MSC)
